As of 2006 people who wish to settle in the Netherlands are required to take the Civic Integration Examination Abroad at the Dutch embassy in their country of residence. Only if this examination has been passed can one come to the Netherlands where a Civic Integration Examination in the Netherlands must be taken. Read more on the following websites:

Course civic integration abroad
In the three months in which you are staying in the Netherlands on a tourist visa, you will be prepared for the Civic Integration Examination Abroad.
You will receive a basic course in Dutch language skills and knowledge of Dutch customs and society. You will also be made acquainted with the exam as it will be taken at the embassy.
Course civic integration in the Netherlands
As soon as you have settled in the Netherlands you will be able to prepare for the Civic Integration Examination in the Netherlands. During a short or longer period you will folllow further lessons in Dutch language skills, knowledge of Dutch customs and society, and you will also be prepared for the exam taken in the Netherlands.
You can follow these lessons at your own pace. However, you are required to pass the examination within 3 years of settling in the Netherlands.
